Lectures on: Families of Legal Systems, International Human Rights Law, International Humanitarian Law AND refugees Law; Universal Human Rights Institutions and Agencies; Human Rights Missions and Field Missions with Human Rights and Democratisation Tasks; Relevant Aspects of European Law; European Union Activities in Human Rights Protection.
Activities:
Seminars on : Monitoring; Investigation and Information Gathering and Dissemination; Report Writing and Taking Statements; Promotion, Education and Implementation of Human Rights; Implementation of Confidence Building Measures; Relations with Local Population, Authorities, the Media and NGO’s; Relations with CIVPOL and the military; Relations with other Field Partners.

The training course for human rights officers was conceived to meet the needs of the European Union and other International and Regional organisations involved in protecting human rights. With the entry into force of the Maastricht Treaty in November 1993, the European Union marked a new phase of its policy on human rights and democracy. Promoting human rights and democratisation has become one of the main objective of the European Union. | |

Methodology used |
The course, after general background lectures, is devoted to operational procedures and practice. Many aspects will be tested in practical exercises through the use of advanced role-playing sessions and simulation techniques. Reference to case studies will be integrated into the course. | |

The course is conducted by international experts from both academic and applied settings. Teachers are chosen by the PIBOES Network from among leading academic officers of international and regional organisations, police and armed officers and NGO’s representatives. | |

Admission requirements |
Applicants must be EU citizens, Non-EU citizens who are regular residents in an EU country, or citizens of European countries that have applied for EU membership. They must be between 25 and 50 years of age and have an excellent knowledge of the English language. They must have a university degree in a field relevant to human rights, including law, social sciences, and health. They will be selected on the basis of their curriculum vitae and their application. The selection will be made by a special Commission whose judgement is final. The Commission will be composed of an international board of examiners, including PIBOES representatives. Previous field experience, knowledge of International Human Rights Law and of languages commonly used in field related activities will be an asset.
Preference will be given to applicants who have not attended any previous PIBOES Course. | |
Cost of tuition |
The total cost for registration is 300 EURO and includes tuition fee and reference material. Successful candidates must pay the registration fee by mid-July. At the beginning of the Course, participants will receive a financial contribution towards their travel expenses and subsistence. This contribution will vary according to the place from which they are travelling. | |

Objectives: The training course for Human Rights Field Officers aims to offer technical and operational preparation for human rights field officers and volunteers, by providing professional mission-oriented training. This training will be relevant to all international and regional organisations involved in the protection of human rights.
