This training program aims at developing skills necessary effectively to protect human rights and build the rule of law. Programs have specifically target the following groups: parliamentarians and parliamentary experts, judges, attorneys, and staff of Ombudsmen Offices.
In the beginning of the 1990s, the Helsinki Foundation organized a series of conferences for parliamentarians and parliamentary experts from the post-communist States. Specialists in constitutional law were invited to speak. During these conferences, the issues of including human rights and mechanisms for their protection in the new Constitutions was heatedly discussed.
From 1997 to 1999, a highly specialized program for judges of the Constitutional Courts and Supreme Courts of the Russian Federation was carried out. Subjects such as human rights in general, as well as their mechanisms for protection and, in particular, the right to due process were part of the seminars. Furthermore, visits to various Polish courts (such as the Supreme Court, Constitutional Tribunal, and the Chief Administrative Court) and meetings with Polish judges were organized. In 1999, a seminar on "The Judiciary and the Press" was organized for twenty judges from Georgia.
In 1996, in cooperation with the Council of Europe, an international conference on experiences related to the application of the European Convention on Human Rights was organized. In 1998 a seminar on the international mechanisms for human rights protection for attorneys from Belarus working with non-governmental organizations was organized. Meetings with Polish attorneys were arranged.
In addition to other training programs, the Helsinki Foundation also has experience working with the Ombudsmen Offices of Russia and members of the Governors' Human Rights Commissions in Russia, as well as the Ombudsman Offices of Ukraine.
As part of its educational activities focused on the European Convention on Human Rights, the Helsinki Foundation has conducted various types of training programs for attorneys, judges, and other legal professions. Seminars comprised of general human rights knowledge and international mechanism of protection have also been organized for professional groups such as correctional officers, police officers, teachers and journalists.

From 1997 to 1999, 170 judges from the Russian Federation attended the specialized program for judges. The 1996 conference on experiences related to the application of the European Convention on Human Rights was attended by 148 experts, attorneys, and activists of non-governmental organizations from twenty European countries.
