In 1997, in support of the newly established Office of the High Commissioner for Human Rights, the Norwegian Ministry of Foreign Affairs requested the Norwegian Institute of Human Rights through its NORDEM programme (Norwegian Resource Bank for Democracy and Human Rights) to elaborate a manual for human rights monitoring.
The present manual has been elaborated for the use of human rights field officers who are not necessarily specialized in the field of human rights. The NORDEM Stand-by Force has been used as an example reflecting the composition of professions and experiences among persons being recruited to human rights field operations.
