The objective of the programme is to introduce adolescents to the basic rules and principles of international humanitarian law (IHL), i.e. the body of rules which aims to protect life and human dignity during armed conflict and to reduce and prevent the suffering and destruction that result from war.

EHL is for young people between 13 and 18 years of age. It is designed to be implemented by Ministries of Education (implementing agencies) and wherever possible, in cooperation with national Red Cross and Red Crescent societies (local partners). Specialized organizations can also make use of the programme in informal settings.
The programme is designed to provide educators with learning materials that may be integrated into secondary curricula as a subject on its own, or as part of a number of existing subject areas. The programme can also be delivered as an optional after-school activity perhaps in conjunction with a research project or a thematic study. It can also be taught in out-of-school settings such as youth development programmes or summer camps.
